Council approves contract for parking study consultant

The Leavenworth City Council has approved a contract with Rick Williams Consulting for the Leavenworth Parking Study. The contract amount is $56,322. 

City Administrator Joel Walinski said this is a generic services agreement with Williams Consulting, at the June 27 city council meeting. The cost of the contract is being shared between the city, chamber and Port of Chelan County. 

“The way it is broken down, the Port has agreed to pay $30,000 for a portion of the study. The city and the chamber are going to split the remaining balance, $13,161,” Walinski said. “The city will administer all three of the contracts. We’ll be paying the consultant, then requesting reimbursement from the Port and Chamber.”

Councilwoman Sharon Waters asked where the money would be coming from for the city and chamber. 

“The $13,161 the city is paying will come out of the parking fund. My understanding from the chamber, who does not have to report to us where their dollars are coming from, but they’ve said their chamber dues will used to cover the cost of this,” Walinski responded. 

City Finance Director Chantell Steiner said she will bring the council a budget amendment for the entire $56,322. 

“Then, I’m going to incorporate revenue lines for the money coming from the Port and chamber. The city will be paying these contracts out. Then, based on the contracts, I will submit and get reimbursement after the fact,” Steiner said. 

The goals of the parking study include, evaluation of parking supply and demand based on today’s normal peak use, improve parking availability to customers, assist in developing modifications of existing parking management and regulations and an evaluation of parking supply and demand given expected land use changes and development. 

The goals of the stakeholder group would be establish key priorities and project outcomes, review of all the data collection analysis and findings and development of strategies to address the project priorities, constraints and opportunities of future parking needs. Members of the committee will serve as liaisons for their individual constituencies. The second track will be public outreach including two public open houses, one-on-one interviews, presentations to businesses and residential associations, presentations/updates to city leadership and creation of materials for placement on the city website. 

A preliminary draft of the study is anticipated early in 2018. The study will provide local leaders additional information on how to best manage and dedicate resources associated with parking.
