Upper Valley PRSA Announces RFP Process For Recreational Needs Assessment

LEAVENWORTH - The Upper Valley Park & Recreation Service Area (PRSA) in conjunction with the City of Leavenworth released a Request for Proposal (RFP) seeking firms to conduct a recreation needs assessment of the Upper Valley community. The assessment will help prioritize the service area community’s parks, recreation, and community facility needs and will be used to inform the process of taking an updated levy to the voters in spring of 2022.  

 

Proposals are due to the City of Leavenworth by Friday, May 7, 2021. A firm is expected to be selected by May 18, 2021, and the needs assessment is expected to take place throughout the summer, with results and analysis due to the PRSA by October 1.  

 

The PRSA, a Special Purpose District which is governed by a volunteer board representing Chelan County, the City of Leavenworth, Peshastin Community Council, Chumstick Community Council, and Cascade School District #228, was originally established in 1997 to fund the construction of the community pool in centrally located Leavenworth. The City of Leavenworth operates the Howard Hopkins Memorial Pool, and a portion of funds to maintain the pool are provided via an Operations & Maintenance Levy, the most recent of which expires in 2022. Information gathered from this needs assessment will be used to update a funding levy to bring to the voters in spring of 2022. 

 

“The Upper Valley is growing, and it’s vital that we understand the community’s recreational priorities so that we can shape the PRSA to help meet those needs as we begin work on a resolution for a new funding levy,” said Kiah Patzkowsky, PRSA Coordinator. “This RFP process is a major step in having that conversation with the community.”
