CITY OF LEAVENWORTH NOTICE TO CONSULTANTS FOR SKI HILL DRIVE ACTIVE TRANSPORTATION IMPROVEMENTS PHASE 2 The City of Leavenworth solicits interest from consulting firms with expertise in Civil Engineering Design. This agreement will be for approximately 3 years in duration with the option for the City of Leavenworth to extend it for additional time and money if necessary. Consultants will be considered for the following project. The City of Leavenworth reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSULTANT consists of preparing preliminary engineering design for active transportation improvements to Ski Hill Drive between Evans Street and Pine Street. The proposed improvements include constructing sidewalk on the west side of Ski Hill Drive, removing existing on-street parking stalls, striping a buffered southbound bicycle lane, and replacing existing water service lines that run underneath the proposed sidewalk location. This project has 0% DBE goal. The major features of the project are as follows: • Construction of new concrete sidewalk with pedestrian curb ramps and driveway entrances • Replacement of existing concrete traffic curb as necessary for new sidewalk • Replacement of existing water service lines • Removal of existing striping and installation of buffer-separated bicycle lane • Determination of right-of-way (R/W) needs and R/W plan preparation. The City of Leavenworth reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualification of Proposed Project Manager 2) Qualifications/Expertise of Firm 3) Ability to meet schedule 4) Approach to project 5) Familiarity with WSDOT/FHWA standards 6) Past Performance/References Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. Please submit FOUR copies of your Statement of Qualifications to: City of Leavenworth, Attn: Andrea Fischer, City Clerk, either in person at Leavenworth City Hall (700 US 2, Leavenworth, WA 98826) or by US Mail (PO Box 287, Leavenworth, WA 98826) no later than 10:00 a.m. on April 25, 2024. Submittals will not be accepted after that time and date.
