CITY OF LEAVENWORTH REQUEST FOR PROPOSAL FOR 2026 COMPREHENSIVE PLAN HOUSING & LAND USE APPENDICES The City of Leavenworth (City) is soliciting proposals from qualified consulting firms (Consultants) to provide professional services for the 2026-2046 Periodic Update cycle, as required under the Washington State Growth management Act (GMA). The City is seeking consultant support from firms experienced in land use planning and zoning, housing policy, community engagement, and other comprehensive planning aspects, in accordance with the Department of Commerce Guidelines. The City of Leavenworth has been awarded grant funding through the Department of Commerce to complete required updates to the Leavenworth Comprehensive Plan. The City of Leavenworth is seeking an experienced long-range planning consulting firm to assist the City through phases of this process. The current phase of the project includes completion of the Housing Element and the Land Use Element Appendices by June 13, 2025. It is the sole responsibility of the Consultant to obtain any RFP updates or addenda from the City’s website. Submissions shall be sent electronically to Andrea Fischer, City Clerk, at afischer@cityofleavenworth.com by 4:00 PM on Wednesday, November 6, 2024. Late or incorrectly submitted submissions will be automatically disqualified from consideration. Any qualifications received after the specified date and time will automatically be rejected and will not receive any further consideration by the City.
