City of Leavenworth switches to electronic signatures, approves funding for water system backup generators

LEAVENWORTH – City Council had a light agenda for its Mar. 12 meeting, voting on electronic signatures and entering into an interlocal cooperation agreement with the county regarding water system backup generators.

The council unanimously voted to approve the City of Leavenworth’s new Electronic Signatures Policy, which would authorize the utilization of Docusign to electronically sign “high risk” and “low risk” documents. “High risk” documents include minutes, resolutions, ordinances, contracts and agreements. Letters, memos, timesheets, leave requests, permits, staff reports, affidavits, notices of decision and invoices would be considered “low risk.”

 “This will promote efficiency in the city, reduce the environmental impacts and conserve public resources,” said City Clerk Andrea Fischer.

According to Fischer, the switch to electronic signatures would save the city money on postage and on paying for the City Attorney to travel from Snohomish to sign documents.

City Council also unanimously approved an Interlocal Cooperation Agreement (ICA) between Chelan County Natural Resources Department and the City of Leavenworth for funding associated with a project to backup Leavenworth’s water system facilities. 

The Public Works Department identified three facilities in need of a backup generator: the water treatment plant, booster station, and well field. The project is estimated to cost $350,000. In partnership with the City of Leavenworth, Chelan County applied for Hazard Mitigation Grant Programs funding (HMGP). In Aug. 2023, the county was awarded the HMGP contract, which would provide $306,000 in funding, with a requirement of a 12.5 percent match from the City, or $43,750. The City Council’s approval will allow for the funds to be administered through Chelan County.

The next City Council meeting will be held at 7 p.m. on Mar. 26 in City Hall.
