the City of Leavenworth issued a
Determination of Nonsignificance
(DNS) on April 22, 2026, for the
2026 Comprehensive Plan
Periodic Update, a non-project
action. The periodic update
includes revisions to the Land
Use, Housing, Parks &
Recreation, Economic
Development, Capital Facilities,
Utilities, and Transportation
Elements of the plan. The update
includes the addition of a new
Climate Change and Resiliency
Element, as required by HB 1181,
including a Climate Risk
Assessment. Also included is a
new Parks, Recreation, and Open
Space (PROS) Plan. The update
includes amendments and
additional goals and policies to
ensure consistency with current
state requirements, updated
population and employment
forecasts, and local priorities. This
non-project action does not
authorize any specific
development or construction.
Future development proposals
and implementing regulations,
including zoning and development
regulations, will be subject to
separate environmental review, as
applicable. The City of
Leavenworth has reviewed the
proposed non-project action for
probable adverse environmental
impacts and has determined that
the proposal will not have a
probable significant adverse
impact on the environment. This
determination is based on the file
of record, including but not limited
to the Comprehensive Plan
Elements, Appendices, and the
SEPA Checklist. The proposed
changes will not result in new
impervious cover or adverse
environmental impacts. An
environmental impact statement
(EIS) is not required under RCW
43.21C.030. The DNS process
(WAC 197-11-340) was used for
this project. Agencies, tribes, and
the public are encouraged to
review and comment on the
proposed project and its probable
environmental impacts. The lead
agency will not act on this
proposal for 30 days. Public
